Program History

For almost 30 years, the Quality Care Pharmacy Program (QCPP) has provided confidence to patients, government and the pharmacy sector that community pharmacies in Australia provide safe care and operate to consistent quality standards.

Since its introduction in 1997, QCPP has played a critical role in supporting high standards across the sector and remains a strong foundation for accreditation today.

Over this period, the role of community pharmacy has evolved significantly and now plays a central role in Australia’s primary healthcare system. Their role goes far beyond dispensing medicines — pharmacies deliver vaccinations, conduct clinical assessments, provide structured treatment services, manage clinical risk, and support patients with ongoing and preventative health needs.

This evolution has accelerated over the past decade and has fundamentally changed what modern pharmacy practice looks like.

Pharmacy Guild of Australia gains JASANZ certification for QCPP

The Case for Change

As pharmacy practice has evolved to become more clinical and patient‑centred, the move to the QSPP model reflects the changing scope and responsibilities of modern pharmacy practice.

This evolution is demonstrated through a stronger emphasis on:

  • Embedded and effective clinical governance that supports quality and safety
  • Proactive identification and management of risk across all areas of practice
  • Support for staff to practise safely and competently within contemporary roles
  • Delivery of consistent, high‑quality care that meets the needs of patients

The transition to QSPP ensures that accreditation remains relevant, credible, and fit for purpose.

Evolution to QSPP

The transition from QCPP to the Quality and Safety Pharmacy Program (QSPP) reflects the continued evolution of community pharmacy practice in Australia.

QSPP builds on the strengths of QCPP while shifting the emphasis from compliance alone to the effective delivery of quality and safety in everyday practice. Pharmacies are not being asked to fundamentally change what they do, but to demonstrate more clearly how quality, safety, and clinical governance support patient care.

By assessing compliance against the Australian Community Pharmacy Standard (AS85000:2024), QSPP strengthens the credibility of community pharmacy, supports future scope of practice, and positions the profession as a trusted and integral part of Australia’s primary healthcare system.
